A student of the National Institute of Technology (NIT) committed suicide by hanging himself at his college hostel in Jharkhand, police said on Wednesday. But the family of the victim alleges that the boy's death was due to "ragging and torture" by senior students. Satyendra Kumar Singh, first year Master of Computer Application student at NIT Jamshedpur, killed himself Tuesday. The 22-year-old was a resident of Hazaribagh district of Jharkhand.

New Delhi, Sept. 2: A panel inquiring into the death of an IIT Kharagpur student, who suffered brain injury after falling from a rickshaw, has blamed the institute hospital and pulled up Madhusudan Chakraborty, who is now the IIT Bhubaneswar director, The Telegraph has learnt.
The two-member committee has said Rohit Kumar, the third-year BTech student who died on March 22, 2009, when he was being driven to a Calcutta hospital in a non-critical-care ambulance, lost his life because of laxities in health care facilities on the campus, sources said.
Justice Malay Kumar Basu and former IIM Calcutta director Subir Chowdhury rapped Chakraborty, who was then the chairman of the hospital management committee, and said he should have been “more proactive in the administration of the hospital”.
He was also working as the CEO of the IIT Hospital when the incident happened.

The hospital did not have expert doctors and advanced facilities to treat Rohit, the report said. There was no qualified doctor in the ambulance that was taking him to Calcutta, it added. The panel’s report will be discussed at a meeting of the board of governors of IIT Kharagpur on Saturday.
Rohit’s death had sparked protests by students, forcing Damodar Acharya to resign as institute director on “moral grounds”.
Chakraborty, who was deputy director at that time, was designated officiating director. He was later appointed director of IIT Bhubaneswar. Acharya was reinstated as IIT Kharagpur director.
Another committee that the IIT authorities had set up had absolved the hospital doctors, saying their diagnosis was correct.
Students of IIT Kharagpur, who took out a candlelight march to protest Rohit’s death, also demanded the replacement of former Supreme Court judge U.C. Banners, appointed to probe the circumstances that led to the death.
At a meeting with the chairman of the institute’s board of governors on March 27, 2010, the students said they wanted someone not linked with the institute in any way to conduct the probe. “U.C. Banerjee is at the Rajiv Gandhi School of Intellectual Property Law (on the campus) frequently as a guest lecturer. We want him replaced by someone who is an external personality,” said a student.
At the meeting, in which no one except the chairman of the institute — then Tata Steel MD B. Muthuraman — and the students were allowed, he apparently promised the probe would be conducted by an “outsider”. He was also quoted as saying that if Banerjee was in any way connected with the institute, steps would be taken to ensure a “fair external investigation”.
Keeping the students’ demand in mind, a new panel of Justice Basu and IIM Calcutta director Chowdhury was formed.

JAMSHEDPUR: The National Institute of Technology (NIT) suicide case has taken an ugly turn with parents of the victim, Satyendra Singh, alleging that their son took his own life after he was ragged by his seniors at the institute.

Satyendra's parents Ramashish Prasad and Bindu Devi, who arrived at the Adityapur NIT early on Wednesday morning, has accused senior students of ragging his son that eventually resulted in his committing suicide by hanging in his hostel room.

In the FIR lodged with Adityapur police station, Prasad, a vigilance inspector in Hazaribag, alleged that the senior students used to rag his son regularly since the early days of his admission to the engineering college and that gradually led to his depression and suicide.

Police, meanwhile, said it was difficult to arrive at any conclusion now as investigation was on. Nevertheless, they have not ruled out the ragging angle either.

"Everything is under the scanner. We will hold a thorough investigation and only then something can be said. However, regarding the FIR lodged by the mother of the deceased, all I can say is that no aspect will be overlooked during the probe," said Sheetal Oraon, Seraikela Kharswan SP.

Now, with the matter in the police court, the NIT authorities have refused to speak much. "We feel sad about such an incident. However, police are looking into the matter and things will come to light at the appropriate time," said an NIT official.

On Tuesday evening, Satyendra Singh, a fresher with the MCA stream of NIT, hanged himself to death. The college administration rushed Satyendra to Tata Memorial Hospital and then, informed his parents.

The NIT on Wednesday paid tribute to Satyendra and called off college for the day. His parents have decided to take the body to Hazaribag.

Jamshedpur, May 8: Even as the teachers continued with their strike, the viva voce for the third and fourth year students began today at National Institute of Technology.
The management of the premier engineering college, however, brought in teachers from BIT, Mesra, for conducting the viva voce as the teachers of the institute are on strike. The viva began from 9am today and continued till 5pm with a break of two hours inbetween.
Acting National Institute of Technology director Akhileshwar Mishra confirmed that the viva voce started today and would continue for the next four days.
He said the end-semester viva voce was being conducted under the supervision of professor-in-charge (examination) A.M. Tigga.
He added that the teachers from BIT, Mesra, would conduct interviews till Sunday.
“As the teachers are on strike and have declared to remain aloof from even the non-teaching activities in the institute, we had no other option than to bring in teachers from outside. The students are being made to appear for the viva voce in some way or the other,” said Mishra.
After holding the end semester examination on May 5 and 6, the college authorities postponed the examination for an indefinite period. Students of first year and second year were asked to go home and their hostels were vacated after two days of end-semester examination.
Mishra said he was yet to receive any communication from the human resource development ministry or the chairman of the board of governors regarding the appointment of S.K. Sarangi as the new director. Speculation is rife that S.K. Sarangi, who is at the helm of affairs National Institute of Technology, Rourkela, at present, would be given the additional charge of National Institute of Technology, Jamshedpur.
The striking teachers are, however, hopeful of appointment of the new director by May 12.
M.K. Agrawal, the president of National Institute of Technology Teachers’ Association, said that the ministry of human resource development is in touch with the director of National Institute of Technology, Rourkela, and the latter may be given the new assignment with the additional charge as the director of National Institute of Technology, Jamshedpur, anytime.
“We would continue our strike till the new director joins the institute. But we hopeful that the new director would be coming here in the next couple of days,” said Agrawal.

Seraikela sub-divisional officer Dinesh Prasad reportedly talked to authorities concerned in Union ministry of human resource development.
After an assurance from the ministry that a team of officials will visit the campus next week, he conveyed the message to the students on strike.
It was only after an assurance from the local administration that they would monitor the day-to-day affairs of the college that the protesting students called off the hunger strike.
Before the intervention of the sub-divisional officer, S.N. Sinha, the institute’s present director-in-charge, had tried to persuade the protesters to call off the strike. But the students refused to have a conversation with Sinha.
Sinha, who is looking after the affairs of the institute, after acting director Akhileswar Mishra went on leave, had tried to talk to the protesting students twice ever since the students resorted to fast-unto-death strike.
But on both the occasions the students refused to talk to the senior professor, as they believe he will not solve their problem.
The sub-divisional officer claimed to have a talk with the officials concerned in human resource department.
But the deputy commissioner of Seraikela-Kharswan district, Mohan Lal Rai, said neither his officials nor he had any talk with the ministry in New Delhi.
“We spoke to the acting director (Akhileswar Mishra) who is on leave and informed him about the issue,” said Rai.
The deputy commissioner said that once the acting director comes back, he would take up the issue with the ministry in appointing a full-fledged director.
About 350 students of first and second years had resorted to fast-unto-death on Thursday demanding immediate appointment of a full-fledged director, stepping up security on the college premises, uninterrupted supply of power and drinking water in the college as well as students’ hostels.
The condition of some of the students on hunger strike had turned critical this morning.

A prolonged battle between the acting director and teachers had affected the end-semester exams and now, a software glitch is holding back the results.
NITs across the country were scheduled to announce the results today and all of them except the Jamshedpur institution have declared the results. Here, however, a maiden attempt to tabulate results through a software created trouble.
“Non-compilation of marks through the software is causing a delay in declaration of results. We are following it up and expect to get the results in the next couple of days,” said Akhileswar Misra, the acting director of NIT, Jamshedpur.
He said marks have been collected and tabulation would begin shortly.
Mishra, who is the head of the MCA department, said the institute had tried to use a software to expedite tabulation. “I was striving to bring out the results according to schedule on May 23. But, unfortunately, the results could not be published on time,” said the acting director.
Sources in NIT Teachers’ Association (NITTA), who have been complaining about the director, said the failure to publish the results was due to the autocratic attitude of Mishra.
“Mishra knew that the tabulation would have to be done manually as the software company installing the system concerned was not through with their work. Despite repeated pleas that the software would not work at this stage, the acting director went ahead and tried to tabulate marks using the system,” said a key member of NITTA.
The teachers of the NIT have repeatedly complained that the autocratic attitude of Mishra was hampering functioning of the institution. NITTA had gone on strike for a long period demanding the appointment of a full-time director.
A teacher said after they had cancelled the strike on May 14, NITTA had raised the issue of the acting director’s decision to engage outside teachers for viva and evaluation. “But the acting director did not pay heed to the teachers’ protest and kept on depending on the software for tabulation,” said the teacher.
Sources said students would be in trouble because of the delay in announcement of results.
Almost all students who had appeared in the final year’s examination have been selected for jobs in national and multinational companies.
A sizeable number of students have to submit their certificates or marksheets to their employers by June 10 while others would have to complete the process between mid-June and July 1.
In case the results are not published by then, several budding engineers could be deprived of jobs, they added.
Shekhar Sinha, a final year student, said: “I have got a job in an automobile company and my joining date is June 8. NIT authorities must give me the necessary certificate before that otherwise I will be in a spot.”

Jamshedpur, May 16,2008 : The stalemate at National Institute of Technology (NIT), Jamshedpur continued today, even three days after the teachers called off their strike.
Teachers brought in from outside continued to conduct examinations. When NIT teachers tried to participate in the ongoing viva voce of the third and final year students, the heads of the departments concerned asked them to stay away. Teachers from BIT, Mesra took the oral examination, while the NIT teachers sat isolated in their respective chambers.
The NIT Teachers’ Association (NITTA) has decided to apprise the chairman, board of directors of NIT-Jamshedpur B. Muthuraman and Union ministry of human resources development of the situation.
“It is humiliating to see outside teachers taking the viva of our students, especially when we are no more on strike. Moreover, this is a deemed university, where we are supposed to carry out everything,” said a NITTA member. NITTA president M.K. Agrawal told The Telegraph that he was observing the situation and will take necessary steps before things spun out of control.
“I have decided to write to the chairman of the board of governors, NIT-Jamshedpur and to the human resources development ministry, describing how acting director A.K. Mishra was behaving with the faculty even after the teachers called off their strike unconditionally,” said Agrawal.
He said he would request the chairman, NIT-Jamshedpur, B Muthuraman and the human resources development ministry authorities in New Delhi to set up a probe into whether the acting director was committing any anomalous act.
Explaining the necessity of the presence of the NIT teachers at the during the viva, the NITTA president said: “The students appearing for the viva had taken lessons from us only. Moreover, in accordance with the rule, 40 per cent marks in viva are supposed to be given by teachers who taught the students concerned.”
Akhileswar Mishra, when asked, said he was not officially informed that the strike had been called off. “They might have called off their strike, but I have not been officially intimated about it. Hence, I had to engage teachers from outside,” said the acting director.
He, however, claimed engaging BIT, Mesra teachers to facilitate the declaration of results by May 23, the scheduled date of publication of the results of the end semester.

Members of NIT Teachers’ Association (NITTA) today alleged that NIT acting director Akhileswar Mishra had committed serious irregularities by providing promotion to six teaching staff in violation of the standing rules.
M.K. Agrawal, the president of NITTA, said the authorities of the technical institute promoted all the six teachers who had appeared in the interview, which was held in the first week of May for promotion under Career Advancement Scheme, violating rules.
“Of the six teachers, four were promoted as professors. But of them, promotions of two — Ram Vinay Sharma and Shailendra Kumar — were anomalous,” said Agrawal, adding that in accordance with the rule of promotion, an assistant professor has to do a PhD and have eight years of teaching experience.
“Ram Vinay Sharma and Shailendra Kumar have completed their PhDs, but as far as their teaching experience is concerned, the eight years’ experience ends on July 1, 2008. So how did the acting director allow the teachers to join as professors from May 16?” asked Agrawal.
He said that when a majority of the college teachers had resorted to a strike for implementation of CAS, favouring a few teachers by overlooking the norms was a very serious error.
“We have intimated the secretary of ministry of human resources development, New Delhi and Union HRD minister about the irregularities,” he said, adding that they have sent a copy of the complaint to the chairman of NIT board of governors — B. Muthuraman.
NITTA functionaries also alleged that Mishra was signing backdated cheques in favour of the suppliers of laboratory equipment and software to the technical institute.
“The acting director is signing backdated cheques to facilitate the suppliers and contractors to get their dues,” Agrawal said, asking for a probe into the matter by the Central government.
Refusing to say much on either issue, Mishra told The Telegraph: “Let the teachers write to the chairman of board governors with whatever grievances they may have against me or the institute authorities. I do not want to make any comment on either matter at present.”

Jamshedpur, Sept. 24: After failing to convince the inspector-general of registration Narendra Bhagat of registering the Regional Institute of Technology (RIT) as a National Institute of Technology (NIT) under the Registration and Society Act, college authorities have resolved to woo chief minister Babulal Marandi for the purpose.
A four-member team of the RIT is scheduled to meet the chief minister at Ranchi on the afternoon of September 26. The principal, RIT, Akhileswar Mishra, who will lead the team told The Telegraph that they would convince the chief minister on the benefits of NIT status and how that would turn out to be an asset for the state.
“We have decided to meet the chief minister as the IG, registration did not forward our application. Chief minister Babulal Marandi holds the portfolio for finalising the registration so we are approaching him,” said the principal. The principal also said the chief minister is already aware of RIT’s problems and it’s the NIT status. “The RIT Teachers’ Association’s office-bearers during their month-long agitation in March this year had even met the chief minister to brief him of the bottlenecks in the way of getting the NIT status. But we thought it better to make the chief minister aware of the problem once again,” said Mishra.
Expressing hope, the principal said that the chief minister would definitely take a positive stand so that the problem is solved at the earliest. “The chief minister is a dynamic personality and he would definitely see that the problem is solved at the earliest,” said the principal.
Significantly, the state science and technology minister Samresh Singh had, in a letter written to the IG, registration, Narendra Bhagat, last month, urged him not to grant a NIT registration status to the college. In his letter, he had pointed out that “sons of the soil” would stand to loose if RIT gets a NIT status.
The registration issue is the only stumbling block in the way of the RIT getting NIT status. For registration purposes the RIT authorities have made all necessary formalities and have also got the consent of ministry of human resources development. RIT’0s registrar S. Azmat Hussain had in July filed an application with the IG Registration’s office after getting a NIT registration with the Seraikela court. But it was useless.

Faculty members of National Institute of Technology (NIT), Jamshedpur, are apprehensive of a messy situation ahead, as the institute’s existing laboratory may prove inadequate to cope with the pressure of a fresh batch, scheduled to be inducted in August.
The new batch of students would mean the numbers would rise from 280 to 380 students in classrooms. Unfortunately, the capacity of the laboratory has not been increased.
“Ministry of human resource development, New Delhi, under which the NITs run, has pumped in enough money. But Jamshedpur’s NIT authorities have not been able to spend even a tenth of the fund,” complained an assistant professor in the electronics department on condition of anonymity.
“It seems the lack of practical classes is also getting to the students and is taking a toll,” he added.
Faculty members also claimed that they had given a list of apparatus and equipment for upgrading the laboratories. But so far no steps have been taken to procure them despite the available funds.
The Central ministry of human resource department, New Delhi, had granted Rs 20 crore in two phases ever since Regional Institute of Technology, Jamshedpur, was upgraded to NIT in 2002 for laboratory upgradation.
But the NIT-Jamshedpur, which has a number of fund scams to its credit, seems to be scared to spend even for any legitimate cause.
In October 2006, the Central ministry took back Rs 10 crore that had remained unspent since 2002, with a threat to withdraw the rest (Rs 10 crore) if the institute failed to make good use of it by the end of 2007. Sources at NIT-Jamshedpur told The Telegraph that of the remaining Rs 10 crore, only Rs 1 crore has been spent so far (till March 15).
Acting principal, professor A.K. Mishra, when contacted, refused to comment on the matter.
“The issue will be sorted out in due course,” he said.

The Union ministry of human resource development, after keeping the matter hanging fire for about six months, has given the nod to a new chief for the premier technology school.
Officials said Ganapati Panda, a senior professor of electronics and dean (administration) of NIT-Rourkela, will take over as the director of NIT-Adityapur. Officials said the institute has been verbally informed about Panda?s appointment as the new director. A notification is expected to be issued by the Union ministry at the end of this week.
In March this year, the directors of about 15 NITs across the country, including the chief of the Adityapur institute, were removed by the Congress-led UPA government at the Centre. The directors were removed on the ground that their appointments were not properly approved by the previous NDA government. There are 18 NITs across the country.
Debashis Bhattacharya, the former director of NIT, Adityapur, under whose short stint (about two years) the institute achieved new heights, had to quit following the Union government?s decision. S.K. Mukherjee, the senior-most professor of the institute, was asked to take over as a temporary arrangement.
Officials at NIT said the new director is expected to join his office in the first week of November. ?NIT?s chairman of the board of governors B. Muthuraman, is out of the country. As soon as he returns on October 28, he will sign a letter of contract based on which the Union ministry will issue a formal notification,? Mukherjee said.
NIT sources said Panda visited the campus yesterday to take stock of things. He also interacted with the faculty members and other staff.
A team of the National Programme Implementation Unit also visited the institute yesterday to assess academic activities and utilisation of funds.

Jamshedpur, March 31: The National Institute of Technology (NIT) has decided to increase the number of its students for the bachelor in technology (BTech) course from the next academic session.
NIT officials said the batch size from the next academic session (commencing in July) would be increased by 110 students. The existing batch-size is 280. In the next five years, the number of students will be increased to 780 students.
Director of NIT Ganapati Panda said the board of governors has taken a decision in this regard. According to Panda, apart from increasing the batch size, the institute will ensure that 50 per cent of the seats are reserved for students from Jharkhand.
?Every year, we will increase the students? intake and by 2011, the institute has a vision to take the number of students to 780,? said Panda, adding that the seats in the Masters in Computer Applications (MCA) course will also be doubled from July this year. At present, the MCA course has 30 seats.
The officials of the engineering college said the ministry of human resource development, which is the governing body, has also allowed NIT (Jamshedpur) to recruit 30 faculty members for various engineering departments.
According to Panda, at present the student-teacher ratio at NIT is 15:1, but after the recruitment of faculty members, the ratio will become 10:1, which will match the Indian Institute of Technology (IIT) standards. The student-teacher ratio is 10:1 in all the IITs across the country.
Significantly, after being elevated to the status of NIT, the institute has brought in several changes under B. Muthuraman, the managing director of Tata Steel, who is also the chairman of NIT board of governors.
Some of the changes include the introduction of semester system of examination, enhancement of facilities in its laboratories and making the placement process go online.
NIT officials pointed out that they increased the number of students to ensure the companies that visit the institute for campus selection get adequate number of students. They said the decision was taken at the request of the companies participating in the campus selection process.
NIT is also going to introduce a new two-year MTech research program for those working on projects, to encourage more research and development activities at the institute.
NIT has also decided to increase the PhD fellowship from the existing 13 to 20 from July this year. The NIT council, which functions under the Union ministry of human resource development, recently had given a nod in this connection.

Among the major administrative decisions taken by the board was that four of the vacancies on the board would be filled up by professionals. The board has at present nine members. To be headed by Mr Debashish Bhattacharyya of IIT, Kharagpur, from July 1 this year. According to Mr Muthuraman, the board has approved the formation of a senate, which would have the responsibility of formulating the courses being offered by the institute.
Also, an expert committee was formed to look at some of the specialised programmes being run by the institute; other issues like formation of a building and works committee and appointment of a legal firm. “We are going to look at the manpower structure of the institute and study the security aspects of the institute,” said the chairman A budget of the institute is to be prepared and presented on July 14 at the next board meeting. Seventeen NITs, including the one in Jamshedpur, have so far shed their former Regional Institute of Technology (RIT) status, to become deemed universities, funded fully by the central government.
Under their current NIT status, the institutes have the power to change syllabus, conduct examinations, introduce new courses and run the administration professionally on the lines of the IITs.
Admissions to these institutes are taking place through the joint entrance examination conducted by the CBSE. The NIT in Jamshedpur has 280-odd seats for various engineering disciplines.
